Structure of the Program

Established in 1982 as a department of Public Administration, the department began to offer a PhD degree in 1989.

The Social Sciences Institute offers two Doctoral (PhD) programs in two areas: Political Science and Public Administration.

Academic language in the PhD Program is Turkish. 


Political Science

There are 4 compulsory and 6 elective courses in the program. Therefore, %63 of courses is elective.

Provisions for Registration

1. Those having a master's degree in Social Sciences can apply for the program.
2. Applicants who apply to the program must have a master degree and minimum a minimum grade-point average (GPA) of 3,00 over 4,00.
3. Applicants must score at least 65 standard points (equally-weighted) from Academic Staff and Graduate Education Examination (ALES), that is held by the Student Selection and Placement Center (ÖSYM), or must have an equivalent score approved by the Hacettepe University Senate, from the internationally accepted GRE and GMAT examinations. Besides, in order to apply for the program, the applicant must have obtained at least 70 points from Foreign Language Exam (YDS) or an equivalent score from other language exams approved by Hacettepe University Senate.
4. International student applications will be accepted in the framework of HU Senate decision titled “Principles on Application and Registration of International Students to HU Graduate Programs” (date: 15.01.2014, number: 2014-28).

6. With the suggestion of the graduate admission committee of the department, the applicants may be required to attend one-year preparatory program or take some courses from bachelor's, preparatory or graduate programs.
7. Applicants must provide 1-2 page statement of purpose and two letters of recommendation.

Qualification Requirements and Regulations

To graduate from the program, students must complete 10 courses (30 national credits / 90 ECTS), pass the Ph.D. Qualifying Exam (30 ECTS), and complete the dissertation (120 ECTS). In addition, students should meet the other conditions specified in the Hacettepe University Regulation on Graduate Training, Education, and Examination.


Public Administration

There are 3 compulsory and 7 elective courses in the program. Therefore, 70 % of courses is elective.

Provisions for Registration

1. Those having a university diploma in any field can apply for the program.
2. There is no minimum grade-point average (GPA) requirement.
3. Applicants must score at least 60 standard points (quantitative),(verbal) or (equal weight) from Academic Staff and Graduate Education Examination (ALES), that is held by the Student Selection and Placement Center (ÖSYM), or must have an equivalent score approved by the Hacettepe University Senate, from the internationally accepted GRE and GMAT examinations. Besides, in order to apply for the program, the applicant must have obtained at least 60 points from Foreign Language Exam (YDS) or an equivalent score from other language exams approved by Hacettepe University Senate.
